Following the briefing, the representatives unanimously determined there existed a need for sufficient interest to form a statewide coalition of cities on utility matters. The group also determined that the scope of the coalition should be to:

  1. collect, analyze in an objective manner, discuss and distribute information on utility related matters;
  2. participate and develop positions in utility regulatory body rulemaking dockets and on bills proposed in the legislature relating to utility matters; and
  3. work cooperatively on matters relating to utility franchises and fee issues.

There was considerable discussion on how to select a board of directors. After lengthy discussion, the following cities indicated an interest in serving on the board:

Arlington Dallas Grand Prairie New Braunfels
Austin DeSoto Houston Overton
Beaumont Edna Kirbyville Paris
Belton El Paso Lampasas River Oaks
Brenham Fort Worth Lewisville San Antonio
Brownfield Friendswood McAllen Spearman

The group then decided the Board of Directors would meet to determine how the organization should carry out its functions and estimate resources needed.
